Voting members are the D/C, D/Lt/Cs, the immediate Past District Commander, the Chairmen of the General Committees, Squadron Commanders, all Past District Commanders in good standing and residing in the District and squadron delegates. Delegates are selected by squadron on the basis of one delegate for each 50 Active Members, or major fraction thereof, in good standing as of the preceding 1 March. If the Squadron Commander is absent then the Squadron Executive Officer or Squadron Administrative can vote in his place. Each commander shall provide a written list of delegates to the District Secretary prior to the conference.
